Influenc’HER
Being heard is not enough. Women must be able to see and shape what happens next.
Influenc’HER is an inclusive-governance solution developed by Community Innovation Hub. It helps women and civil-society organizations in Senegal generate reliable evidence, advocate for shared priorities and track how those priorities are reflected in local public decisions.
The context in Senegal
Senegal is preparing a new phase of its decentralization process. This evolution creates an important opportunity to strengthen citizen participation, transparency and locally grounded public decision-making.
Women’s representation in municipal councils has increased substantially since the adoption of the 2010 absolute-parity law. Yet numerical representation does not always translate into equivalent influence over executive, budgetary and territorial decisions.
47%
Women account for nearly 47% of municipal council members.
18 of 558
In the 2022 local elections, only 18 of 558 municipalities were led by women.
Mechanisms for integrating women’s priorities into planning, budgets, infrastructure and public services remain insufficiently structured.
This “parity paradox” reveals a persistent gap between representation and meaningful influence.
Influenc’HER addresses this gap by creating continuity between women’s voices, reliable evidence, concrete proposals and the monitoring of institutional responses.
A locally grounded mechanism
Influenc’HER will engage:
Women’s Promotion Groups
feminist and civil-society organizations
young women active in their communities
community and traditional leaders
local authorities and their technical departments
Together, these actors will analyse available evidence, identify advocacy priorities and develop recommendations adapted to each territory.
Practical pathways into public decision-making
Influenc’HER will explore four main pathways for institutional uptake:
01
Municipal development plans
Develop evidence-based recommendations that can inform long-term territorial priorities.
02
Gender-responsive budgeting
Assess whether local projects and budgets respond to the priorities identified by women.
03
Local consultation mechanisms
Strengthen the participation of women’s organizations and young women in dialogue and decision-making spaces.
04
Commitment tracking
Document institutional responses and implementation through accessible dashboards and monitoring reports.
During electoral periods or political transitions, all activities will remain strictly non-partisan and focused on local-governance issues.
Integrating Influenc’HER into a programme
Influenc’HER can strengthen programmes in Senegal focused on decentralization, local governance, citizen participation, women’s rights or territorial development.
